What is the dark web?

Understanding hidden services helps distinguish legitimate privacy infrastructure from underground ecosystems used in cybercrime.

The dark web generally refers to internet services that are intentionally hidden from conventional search engines and require specialized software or configurations to access. It is commonly associated with anonymity-oriented networks and hidden services.

The existence of a hidden service does not by itself indicate criminal activity. Privacy-preserving infrastructure can support legitimate uses, including journalism, research and communication under restrictive conditions. Cybersecurity researchers, however, also monitor parts of these environments because criminal communities may use them to exchange stolen information, advertise illicit services or coordinate malicious activity.

Dark web intelligence therefore depends heavily on context. A marketplace listing, forum post or exposed credential should be evaluated as an intelligence observation rather than automatically treated as proof of a confirmed compromise.
